As Health & Safety Manager, the primary focus of therolewill bethe provision of specialist Health & Safety support, guidance and advice to the management and multi-disciplinary teams across the Operating Unit and Visitor Centre, to enable continual improvement of Health & Safety performance and compliance with Irish legislation and company requirements. To manage all aspects of compliance to the Integrated Pollution Prevention Control License as issued by the Environmental Protection Agency in Ireland. To manage all requirements of being a COMAH/SEVESO registered site.
Role Responsibilities
- Drive the development and implementation of the integrated management system across all Irish sites in compliance with the requirements of OHSAS18001(ISO45001) and ISO14001 and ISO22000.
- Lead on the specific requirements of the COMAH regulations, and liaison with the Competent Authority, as they apply across the business.
- Support Cooley and Kilbeggan sites and site managers and teams in complying with all applicable Environmental Health & Safety legislation, with a specific emphasis on IPPC License and COMAH and other "high risk environment" applicable legislation.
- Monitor and interpret new/changing Environmental Health & Safety legislation, ensuring the requirements are communicated effectively and implemented into our management systems.
- Drive the company wide Environmental Health & Safety training program to ensure that all compliance and other appropriate training requirements are fully identified, delivered and recorded.
- Provide specialist Environmental Health & Safety support and assistance to operations teams at the sites where required, on day to day matters including but not restricted to; compliance obligations; accident and incident investigations and reporting; root cause analysis; risk assessment; corrective and preventive actions; training; etc.
- Implement all Risk Assessment requirements and keep current as required by Irish legislation.
- Support the training, coaching and development of site managers and teams across Irish operations and Visitor Centre and be the go-to person for advice on Environmental Health & Safety matters.
- Support, and help delivery of the work streams and commitments arising from the business's Lean/OBSW manufacturing program.
- Co-ordinate the internal EHS audit program for the management systems across the business.
- Cooperate with the Environmental Health & Safety team globally to develop corporate global standards, as required, and implement the global standards into Irish operations way of working and management systems.
- Communicate and share learnings/experiences with all sites across the business.
- Provide day to day support to operations teams on a reactive and proactive basis on matters relating to Environmental Health & Safety.
- Provide support to individual Managers/Supervisors and collaborate with them to drive and deliver improvement in Environmental Health & Safety performance and KPIs.
- Monitor and drive timely closure of actions agreed in response to environmental health & safety related findings, e.g. audits, accidents, regulatory visits, statutory inspections, non-conformances etc.
- Assist in collation, preparation and analysis of data gathered in support of Environmental Health & Safety targets, objectives and KPI's.
- Ensure the sites compliance with the Integrated Pollution Prevention Control (IPPC licence) as well as all other environmental legislative requirements.
- Monitoring and reporting all emissions from the site including effluent, noise, fumes, odour and all waste streams as defined in the IPPC License.
- Completion of the sites yearly Annual Environmental Report (AER).
- Completion of the sites yearly Pollution Release Transfer Report (PRTR).
- Managing the company's Environmental Management System (EMS), liaising with EPA and other regulatory bodies.
- Completion of the sites yearly Risk Based Methodology Enforcement (RBME).
- Completion of quarterly By-Product Reports for the Department of Agriculture.
- Land spreading report to be submitted as part of the Nutrient Management Plan for the EPA.
- Monthly resource consumption report for management.
- Conducting laboratory effluent testing as defined in the IPPC License.
- Carrying out sampling of effluent, surface water, groundwater and sludge which is sent to external laboratories for analysis weekly.
- Managing the wastewater treatment plant throughout the day by examining sludge levels and checking flow rates.
- Monitoring effluent discharge flow rates and temperature readings for cooling water system.
- Carrying out analysis of cooling water for legionnaire's disease.
- Manage all communications reporting and investigations with the EPA regarding the IPPC License.
- Liaise with Irish Fisheries on all matters associated with rivers (at Cooley and Kilbeggan).
Qualifications & Experience
- Degree educated in a related discipline (Occupational Health & Safety and/or Environmental Science/Engineering)
- 3 5 years' experience in Environmental Health & Safety Compliance roles
- Ability to work on own initiative, self-motivated and effectively manages time
- Ability to influence at all levels in the organisation
- Demonstrates thorough in-depth knowledge and understanding of all relevant local Environmental Health & Safety legislation (including IPPC License, COMAH/SEVESO/ATEX awareness)
- Strong presentation skills and ability to advise on Environmental Health & Safety legislation
- Environmental Health & Safety Internal auditing experience
- Knowledge and experience of flammable and explosive atmosphere regulations
- Qualified Risk Assessor
